Rename ruff_linter/src/rules to ruff_linter/src/plugins

[T-256]

The rules is duplicated in ruff_linter/src/rules/pycodestyle/rules/ambiguous_class_name.rs
I noticed you use plugin Implementing a known but unsupported plugin tag, then thought this is proper name for folder name too.
