What is the current behavior?

If you enable this plugin in an ignored directory, gazelle can run and complete without any information or file generation. This is confusing as an end user because it makes me think I'm doing something wrong or that my setup is borked.

Describe the feature

If gazelle is ignoring a directory and that directory tries to enable gazelle, it would be nice to eject with an error describing that the directory is ignored and therefore the gazelle plugin cannot complete correctly.
