Add scaffold for Generate Related Area function

Provide the scaffolding for a Generate Related Area function that used in Keystone to automatically add Localities/Administrative Areas when recording Location Data > Geometry

As our implementation uses a private GIS service, we can not include the full code. Instead we will provide a version that a developer can add a function to handle their own lookup service and include comments to guide the developer.
