Incorrect parsing of IoUringRequestFlag

The IoUringRequestFlag constants use incorrect values. The bit shift resets to 0 in the middle of the constant definitions, and there are other inaccuracies. Furthermore, these values are not stable in the Linux kernel (the current constants don't seem to match any version). Different versions of the kernel have flags added/removed, which affects the other flags' values.
