Motivation
The Athenz version used in Pulsar is 1.8.38 which is not available in Maven Central. It's published on yahoo.bintray.com repository. bintray.com is shutting down and it's necessary to move away from it. Based on the schedule in that announcement, yahoo.bintray.com shuts down on May 1st, 2021.
jcenter.bintray.com remains available until February 1st, 2022. The old Athenz version 1.8.38 would be available from jcenter until that date. However, it seems better to move to a version that is available on Maven Central.
