Is your feature request related to a problem or challenge? Please describe what you are trying to do.

There is no way using the FixedSizeListArray constructors to create an array with a element size of 0, but a non-zero length and no null buffer. i.e. an array of empty slices [[], [], [], []]

Describe the solution you'd like

The use-case for such a construction is pretty niche, but to support this I suspect we would need to introduce a new constructor
