Add EOL banners to older Ansible package releases #1370

A certain someone who shall remain nameless :-) Hasn't been EOLing the older ansible docs. We got a request to do this.

This issue is to track setting the EOL banner on all older Ansible package releases, where possible. (Our publishing has changed dramatically over the years so it may not be able to republish some older package docs).

Closing this one. We have eol'd all the way down to Ansible 4 and we no longer have the ability to publish Ansible 3.
