Update config for translated versions from 2.13 and 2.14

The purpose of this issue is to EOL translated versions and update options for the core_lang tag in the available_versions section of conf.py here:

2.13_ja is EOL but is still available in the config. 2.14_ja will reach EOL when Ansible 10 is released. Need to remove both versions from the appropriate branches. Relates to this comment: https://github.com/ansible/ansible-documentation/pull/1251/files#r1552243763
