ament cmake core fails on unexpected keyword argument 'encoding' #499

This was an issue when trying to colcon build after an upgrade to Ubuntu 22.04. I did update alternatives for python3 to point to python 3.10 instead of the older python versions from 20.04.

ament_package_error

Everything else after the upgrade seems to work (apt, cmake, etc). Humble is the desktop version.
