At present, if there are no curated related links, we'll show "similar" search results from Rummager. Testing has shown that this isn't working well and that the sidebar should have curated content related to their likely journey (so step by steps and curated links only). The sidebar should display exactly the same as before on pages using the taxonomy navigation component without curated links except they will not show rummager generated content.
