When visiting
https://www.gov.uk/queens-awards-for-enterprise/overview%E2%EF%BF%BD%EF%BF%BD

The user receives 'bad request', we should fallback to https://www.gov.uk/queens-awards-for-enterprise

This expected behaviour can be seen when visiting https://www.gov.uk/queens-awards-for-enterprise/overview
