Is there a way to insert an image at the top, so everything else is shifted down, and the image spans the menu and content areas? Hugo seems to support image scaling automatically, nice.

There are different ways to achieve that, perhaps you can do custom css for main.container with padding and background.
Or you can edit baseof.html and insert html that you need
