Description
The
add_license_urlDAG showed that there are cases of items in the image table with a license value of 'pdm' and a license_version of '4.0', which are incorrect values since the PDM tool is only available in version '1.0'. See the deed.We should determine if these items are indeed in the Public Domain or should be using another CC license.

Comes from #4124 and is related to #3885.
