When enabling Distraction Free mode, I'm expecting that Top Toolbar is enabled, for when I do reveal the editor header. This is especially relevant with the nice additions to the Top Toolbar in #49634.

Currently the Top Toolbar option is disabled when in Distraction Free mode:
