Description

The default dimmed background is no longer working and the opacity control doesn't have any effect on it. This bug was introduced in #35065.

Step-by-step reproduction instructions

  1. Add Cover Block
  2. See that the background is not dimmed
  3. See that the opacity control doesn't have any effect
