useradd fails when using -D flag #311

The useradd default values cannot be set with useradd -D.

The specific error is:

UX: useradd: ERROR: Unexpected failure.  Defaults unchanged.

And as warned, nothing changes.

Doing a little more digging, it appears that useradd is attempting to access /usr/sadm/defadduser which is mounted as read-only within a zone.
