We could use a Microsoft Office Form for FDI storage requests. We would send this form to FDI/clients and they would fill it out so that way there is no ambiguity with respect to what they want and no issues with translating terminology.

We could also use some other forms app.

We could then automate some of the process. FDI fills out the form. The form's metadata and data are used to draft a bash script which generates the terraform files and creates a merge request and then someone reviews the MR.
