Elastic: Create specific dashboard for system critical resources

For easy viewing and debugging

Could include searches for certificate expiring or error logs. Could just be super generic and quick
List of possible namespaces;

• kubeflow
• gatekeeper-system
• vault
• istio-system
• etc.

We could take inspiration from what Pat has done in Prod and all that.
I think either this or #1887 should be done first, or maybe even some other first beginner dashboard test to get the ball rolling. I dont think we should do these two at the same time at the very least.
