Apply Azure Key Vault new Secret to Prod #1886

Apply the changes done in dev from this issue https://github.com/StatCan/aaw-private/issues/149 to prod

This includes :

Create the secret in the PROD key vault (from gitlab) DEV Issue
Install argocd-vault-plugin in prod (if the dev install wasn't actually some global install) DEV Issue
Add the secret in the prod manifest and remove the secret values from the prod configmap Dev Issue

Make sure the work is completed in dev and make sure it works there before doing this ticket
