Install and configure OpenTelemetry in Dev

Well given that auto instrumentation is compatible with a few languages we may want to look into elastic apm agents Will keep this issue open for posterity's sake

Steps to deliver on (should any of these steps be split out into separate tasks?) ;

• Install the opentelemetry-operator via helm chart (own task?)
• Configure the OpenTelemetry Collector to be ran in sidecar mode
• Configure and set up for auto-instrumentation injection (Concerned here about what is supported in the auto-instrumentation, maybe this will get deleted.)
• Set up for Elastic
