Migrate changelog generation to `release-please` #129

The tool we're currently using to generate the CHANGELOG file, standard-version, has added the following note to their readme:

standard-version is deprecated. If you're a GitHub user, I recommend release-please as an alternative. I encourage folks to fork this repository and, if a fork gets popular, I will link to it in this README.

Sooner or later, we should probably migrate to use the more supported tool.
