Description
This PR updates the version of bazel-contrib/rules_jvm to the last stable (i.e., 0.4.0), just released.
Motivation and Context
To carry out the migration of the Selenium Java tests to JUnit 5, a fix was required in the rules_jvm's JUnit 5 runner. This change has been officially included in rules_jvm v0.4.0, released on June 29 2022.
