Describe the chore that needs to be addressed.
Since this PR was merged, pydocstyle has supported pyproject.toml for configuration. Update pyproject.toml to include pydocstyle configs. This may require updating other files (workflow, Makefile, etc.).

  • This issue is an epic issue which subsumes the following:
