Create a new release with pre-commit support #468

Is your feature request related to a problem? Please describe.
When using bandit as as pre-commit hook using pre-commit (introduced in bandit in #411) a big problem is that no current release supports it. This can be very confusing as the documentation in this repo suggest that a release tag should be used and always using master is not ideal in a production environment.

Describe the solution you'd like
Make a new bandit release either as 1.5.2 or 1.6

Additional context
This was first requested in the pull request as few months ago but without action.

1.6.0 has been released and published on PyPI.
