Add template for GitHub release notes generation, in light of #379.

See documentation: https://github.com/apps/release-drafter

Changes will come into effect after the app is added to the repository and after the next PR is merged

Could you please add an example in the PR comments on what the output of the template will end up looking like? Thanks

On my fork it looks like this:

The changelog links to the Github compare view between master and the last tagged version for a complete commit history.
Of course the draft is editable (the button is hidden in the right)
