Show Shared Questions in Assessments in Local Dev

Currently, if you are using a shared question in an assessment in local dev and the producing course of the shared questions is not present locally, the question will not show up at all on the assessment overview page.

Instead, we should make it so that the question does show up in the assessment overview, and only fail when the user tries to actually view the question.
