The scout and report-editor pages throw these two alerts if the user is offline when they enter this page. I believe the error is with the ReportEditor component.

My guess is that the issues are coming from server requests in lines 87-89 of components/report-editor. I don't know exactly what within these functions might be causing the alerts to pop up; nothing appears to be calling createAlert.
