Consider switching from gdal to rasterio #46

The current gdals binding cause issues with dependency management and setting up tests.

With windows GDAL requires a seperate install from a .whl file, for linux gdal requires supporting different versions for each operating system.

Maybe RasterIO is a viable alternative.
