On the Browse Officers page, we should add a search filter to show officers with and without associated images. This should help users find officers profiles that are missing photos, and who have photos, and get a rough idea of the ratio between them. It could also be helpful for users who are trying to expand the data set to find officers who do not have photos associated with their profile.
