Ensure support for Octopus Tentacle on Ubuntu 22.04

Background

Earlier in the year there we encountered issues trying to run tentacle on Ubuntu 22.04.

This has become a new target for the Cloud Team since the currently used Ubuntu 18.04 is soon going EOL

Based on comments in the originally linked thread, it sounds like there is proper support for .NET6 in Ubuntu 22.04.

An ongoing project internally is to also migrate Octopus projects to build on .net 6, Octopus Tentacle is one of the last few remaining.

Work

To potentially resolve 2 outstanding items, upgrade Octopus.Tentacle to target .net6 and ensure that this allows it to (easily) run on Ubuntu 22.04.

If there are any workarounds or dependencies required to achieve this, then review if this is something that we can include in the container used by the cloud team.
