Configure project to build / run / debug inside VSCode

Debugging the the browser is a second-class developer experience. Moving the build / run / debug to VSCode's debugger would be a big improvement. This issue is possibly (probably?) waiting on improvements in the general vue / vue+typescript / vue+typescript+webpack ecosystem.

Checklist:

• Configure VSCode to kick off project build
• Run the project from VSCode and attach debugger
• Update readme - Debugging section

Buggy debugging now available. Waiting on vuejs/vue-loader#1163, vuejs/vue-cli#1507 to improve the experience. Will update the readme and close this issue.
