Here's an interesting new BOLT in progress. I think it is important because it allows upgrading channels without needing to close/reopen or splice. It's a big deal because if you have an old channel and the to_self_delay is too low and the fee markets are very volatile, you might not have enough time to ensure you can properly catch an old channel state that someone is trying to close with.
