Setup CI for the new Go metadata updater

Setup CI for the Go Metadata updater program, similarly to what we've done for VxDataProcessor.

Additionally, switch our Python CI from path filtering to use something like the "Has Changed Path" action & an if statement so that we can make our CI steps required again.
