my bot is not receiving the botMessagePreview send event

I am trying to respond to a submit action by sending an adaptive card to the channel. the documentation says i need to handle the botMessagePreview edit and the send. in my code i am handling both but only am receiving the edit events. I am not receiving the send events. Please help.
