Currently, Read The Docs is not building successfully:
https://readthedocs.org/projects/mpas-analysis/builds/8055263/

I am not able to reproduce the errors on my laptop (though I tried to reproduce the environment used to build the documentation in various ways).

It seems that RTD is suddenly not able to follow import in __init__.py files, which may or may not be related to the failure.

This appears to be related to:
sphinx-doc/sphinx#5519

A temporary fix might be to turn off PDF generation.

Update: Turning off PDF generation didn't help.

It seems like we will not be able to build successfully until there is a new release of sphinx.
