logged images are not showing up in tensorboard images.

Bug description

It seems that I found a bug related to logging of saved photos. When uploading an image to tensorboard and twisting the slider, some images are not shown. And also half of the images disappear completely. Provided that image logging occurs at steps 0, 7, 14, 21..., tensorboard displays photographs at steps 0, 7, 14, 21, 140, 343...
