Spike: choose an OpenShift deployment tool that is (most) suitable for automation

Problem Statement

As #283 aims at introducing Openshift as a new provider in KTF, this issue has the goal of exploring all the possible solutions and reaching a consensus on a specific OpenShift distribution.

The following distributions are going to be discussed:

• CRC (https://github.com/crc-org/crc)
• SNO (https://docs.openshift.com/container-platform/4.9/installing/installing_sno/install-sno-installing-sno.html)
• OpenShift installer (https://github.com/openshift/installer)
• OKD (https://github.com/okd-project/okd)
• MicroShift (https://github.com/openshift/microshift)
• Terraform Provider (https://github.com/llomgui/terraform-provider-openshift)

Acceptance Criteria

• we reach a consensus on an OpenShift distribution to use and introduce in KTF.
