Yes, as of v0.13.0. Here's a demo for the following input:

a &=b+c+d+e \\
a+b+c+d &= e

To what degree do I get to control what the labels say? For example, can I have the labels say (13.7) and (13.24)?

That sounds like the \tag feature, which is currently blocked on #2952, which is awaiting code review. Unfortunately, it's difficult to predict exactly when that will be released.
