Idmtools core has dependency package pluggy(https://github.com/pytest-dev/pluggy) with version pluggy~=1.4. But pluggy 1.4 requires python3.8+
python3.7 is end of life on June, 27 2023. https://www.activestate.com/python-3-7-eol-support/#:~:text=email%20and%20chat.-,JUNE%2027%2C%202023,is%20subject%20to%20emergent%20vulnerabilities.
We should also stop support python3.7. Otherwise, we needs to limit pluggy <1.4
