Reflect filters in URL

part 2 of reflect tabs and filters in url

• reflect tags and sorting filters on the project list (and bounty list) in the URL
• should be able to link to the project list with a particular sort order
• should be able to use browser navigation (back and forward) to undo or redo filter changes so that if you sort the project list in some non-default way, click a project, and then go back using the browser navigation, you get back to the project list sorted according to what you had selected most recently
