Create SEO oriented template for newly added topics

We need to have a template for newly added topics with SEO in mind. This template should include different paragraphs with remarks who is responsible for their creation (marketing or dev team creating the component).

N.B : This template should be a step from a process that we need to establish in order to create new topics with better ranking.
