Is Google abandoning App Engine Flexible?

No updates for over 2 years. Issues and pull requests ignored. There are known vulnerabilities to Go 1.15, so it's becoming a security issue.

Google should clearly communicate if App Engine Flexible is being abandoned.

We're working on releasing new versions of Go in App Engine Flexible with all CVE patches applied in the next few weeks. We'll communicate here once it's ready. This is true for the rest of the programming languages, too.
