Cloud Ops Sandbox is a live service that users are starting to depend on. We should consider tracking up time metrics, and possibly define SLOs around them

Just providing an update to cool down our out-of-SLO list.

The p3 priority makes sense — given other competing priorities on our team (Jump Start Solutions, Duet AI for Google Cloud, etc.).

I don't think we've started any work towards completing this issue. (Correct me if I'm wrong, @minherz. :))

But completing this issue would be a nice-to-have, so I'll keep it open.
