Warn feature owners that their feature entry is unlisted when requesting a review. #3636

Is your feature request related to a problem? Please describe.

Web-platform Security/Privacy reviewers are fetching data from github (TAG), blink-dev and ChromeStatus. Among other things, this allows tracking what are the ChromeStatus I2E and I2P security/privacy review that are waiting.

Today, we learnt about a review for the first time, while it was requested 44 days ago.

The problem was the unlisted = true causing the API not to return data about it. We didn't know someone was waiting for a review.

Describe the solution you'd like

Potential ideas:

  • Warn the users their intent might not be visible. If they really need to keep the intent unlisted, they should probably send an email to the reviewer.
  • Document how to access the API via some private token system and some permissions.
  • Additional ideas?
