BlinkAPI feature request – enable per account/token rate limiting

During stress testing of BTCPay / Bitcoinize / Blink payment setup, the API rate limits were hit, prompting an idea / request to allow for rate limiting based on account or token.

@vr-varad its a hard feature to work on. I would recommend starting with something easier.
