bug: url-updater incorrectly reports a url as up-to-date if the requested modules have not defined a version

When submitting https://build.origami.ft.com/v2/bundles/js?modules=o-tracking into the url updater form it reports the url as up-to-date when we know it is not

If we submit with a version for o-tracking such as https://build.origami.ft.com/v2/bundles/js?modules=o-tracking@1.7.3 then we get the correct update guide sent back.
