Export to pdf is not working for PN app when related table is configured to create labels (Enterprise 11.3 bug)

Describe the bug

Export button is not responding when pop-up is configured for a related table,
parent layer pop-up contains a related record element

and related table has pop-up configured

I am seeing console error

Expected Behavior

Export functionality should work.

Repro steps:

1. Launch the app
2. Make sure the input layer is Site addresses
3. Select some records
4. Click on the Export tab and notice that the Export button becomes unresponsive
