[CX_CLEANUP] - Integrate Dependency Tasks

This will be a large PR.

Delete the dependency-tasks flag and associated legacy code and make sure CI passes.

What work will need to be done to complete this task?

We need to make sure that we coordinate with sequencer to get a long-running test to get this working and validated. This will require a long process of rebasing and updating.

Tests must pass without changing (except where removing old code).
