What is this task and why do we need to work on it?

Currently in DelayedRequester::do_vid the request is cancelled when the timeout is reached.

Instead: do not cancel the request when the timeout is reached, issue another request to the next recipient. Cancel all the requests if any of the requests returns with the VID.
