i04 has a thawer that they would like to use in Bluesky. This has one PV BL04I-EA-THAW-01:CTRL for turning it off and on

Acceptance Criteria

  • There is an ophyd_device for the thawer
  • It is in i04.py
  • Is is in i03.py
